C3S was founded in 2015 on a simple belief — that outsourced engineering could be just as good as your best in-house employees, if you built the team right. We still believe that. And our clients' tenure proves it.
C3S was founded in March 2015 by Curtis Zweier — a software engineer and engineering executive with over 25 years of experience leading development teams across enterprise software companies in the Philadelphia area.
Curt had spent years on both sides of the outsourcing equation — hiring outsourcing firms as a VP of Development, and watching most of them fall short. Too little transparency. Too little ownership. Too little accountability. He believed there was a better way to build and run remote engineering teams, and C3S was his proof of concept.
We started with one client and two engineers. That first client is still with us today. Not because of a long contract — but because the team earned it.
C3S launched with one US client and two engineers in Cairo. The focus: build a team that outperforms in-house employees.
Early client wins in cybersecurity, enterprise SaaS, and electronics distribution. First clients are retained through renewals — not contracts.
Remote-first by design, C3S continued delivering without disruption while the rest of the industry scrambled to adapt.
C3S begins building production AI for enterprise clients — autonomous agents, enterprise chatbots, and deep workflow integrations.
0% engineer turnover. AI agents in production. 300+ engineers serving US companies across 15+ industries — and still growing.
We don't cut corners to hit deadlines. We flag problems before they become yours, push back when something isn't right, and hold ourselves to a standard that goes beyond “it works.” This is why clients stay with us for years — not months.
You see everything — sprint velocity, code quality, delivery health, team structure. We don't hide problems or spin bad news. Transparency is what makes a remote team feel like your team.
Our engineers don't just close tickets. They care about the product, ask why before they build, and take responsibility for outcomes — not just outputs. This is the difference between a contractor and a team member.
We invest in our engineers — their growth, their working conditions, and their sense of pride in what they build. In 2025, our turnover was zero. That's not a coincidence. It's the result of building a team people actually want to be part of.
C3S has an unusually strong retention rate for a software company. Our engineers stay because they're treated like professionals, given real ownership, and work on challenging problems that matter. In 2025, our turnover was zero.
The Ataraxis Global Outsourcing Talent Index — a comprehensive assessment across 193 countries evaluating labor costs, English proficiency, talent availability, digital infrastructure, and business stability — classifies Egypt among the world's elite outsourcing destinations.
C3S has operated in Cairo since 2015. Over 11 years, we've built one of the region's most experienced engineering teams — with 0% turnover in 2025 and client relationships that average 8+ years.

Curt founded C3S in 2015 after more than two decades leading engineering teams at enterprise software companies in the Philadelphia area. As VP of Development at NTP Software and Director of Development at DefendX Software, he spent years both hiring outsourcing firms and watching them fail — too little transparency, too little ownership, too little accountability.
He started C3S to do it differently. The model was simple: build a remote engineering team that performs better than a client's own employees, treats engineers like professionals, and earns trust through quality rather than contracts. Eleven years later, that first client is still with us.
Our leadership and senior engineering team — the people who run engagements, set the standard, and deliver for our clients every day.
